Students carried out by researchers of Cuban Ministry of Education highlight the importance of the contents related with the resolution of arithmetic problems. On the other hand, deficiencies that 7th grade students have in the contents mentioned above have been confirmed by the Evaluation System and Control of quality tests. This work summarizes the author’s main ideas in the paper that allowed him design a system of exercises for the development of the guideline Numerical Mastery, responding to the students´ needs and taking into account the SECE results, the exercises have been graduated according to the levels of performance. It also takes into account the basic of calculation, the combined operations, and their applications. The efficiency in the resolution of arithmetic problems was increased at the secondary school where the experience took place; methods from the theoretical, empiric and mathematical level were used during the process of this research.
