Abstract

The Villa Clara province, from year 2009, was selected to participate in a project of cooperation of the Bolivariana Alternative for Latin America, in the matter of science, technological and environment innovation, where one of the indicators fundamental to measure era the citizen perception of these subjects. Due to it, it was of vital importance system CITMA to manage a study, that established the necessary bases for its implementation at national level, and later to arrive at a measurement of impacts in the subject on scale of country. The present research arises as the necessity to value the perception, through measurable indicators and a tool that the collection of the necessary information and that makes possible it serves as methodological base for his application. By means of the bibliographical revision and with a quantitative perspective five indicators that serve as base for the design of a survey, that according to its possibilities allows the collection of information to an ample sample, for their later application and accomplishment of the study at issue were determined.
