The development of the system the abilities informatics of the programming is essential in initial teacher training in the specialty Informatics, to achieve compliance with the proposed objectives of the professional model of this race. From the analysis of researchs on the teaching skills of computer science and programming and, the characteristics of the process of its formation and development from a cultural historical vision, theoretical shortcomings are evident on the subject. It makes a proposal for the designation and characterization of skills informatics of the programming that must be trained and developed in the discipline Language and of Programming Techniques.
